The Japanese government has recently unveiled an ambitious plan to foster the development of a homegrown artificial intelligence model and intends to deploy approximately 10 million AI-equipped robots across 18 sectors by the year 2040. This initiative builds upon a 14-year growth strategy that was announced last month. The comprehensive strategy seeks to attract a combined investment of ¥370 trillion ($2.3 trillion) from both public and private sectors, focusing on 17 priority areas including physical AI, semiconductors, quantum technology, and nuclear fusion.
To support these plans, the government has allocated up to 1 trillion yen (around $6.1 billion) in funding over the next five years. However, this funding comes with the condition of annual milestone reviews. This approach sets the trillion-yen figure as a ceiling rather than a certainty, enabling Tokyo to adjust funding if initial targets are not met. The development of the AI model will be undertaken by Noetra, a consortium commissioned by Japan’s Ministry of Economy, Trade, and Industry (METI) as well as its innovation agency NEDO. Key stakeholders in this endeavor include industry giants such as SoftBank, NEC, Sony Group, and Honda, with Fujitsu and Rakuten considering participation.
It is noteworthy that the consortium is collaborating with AIST, Japan’s national research laboratory, with expectations of expanding its investor base to encompass 44 companies from various sectors like automotive, electronics, manufacturing, finance, and logistics. The primary technical objective is to create a multimodal foundation model capable of processing diverse data types simultaneously. This development aims to enable robots to interpret their surroundings and take actions accordingly, moving beyond pre-programmed instructions.
The emphasis on developing “sovereign AI” capabilities aligns with the broader global trend of reducing reliance on dominant U.S. and Chinese technologies. A significant aspect of the Japanese strategy is the application of physical AI in real-world scenarios, including self-driving vehicles, factory automation, and practical humanoid robots. Industry Minister Ryosei Akazawa highlighted the plan’s goal to promote the implementation of AI and robotics in 18 fields, with a focus on new sectors like restaurants, food manufacturing, and medicine.
Japan’s strong position in industrial robotics, with leading manufacturers like FANUC, Yaskawa Electric, and Kawasaki Heavy Industries, makes it a suitable environment for large-scale physical AI integration. Moreover, Japan’s demographic challenges, characterized by an aging and shrinking population, further underscore the importance of advanced robotics to address labor shortages across industries.
While Japan’s ambitious tech strategy echoes similar initiatives in countries like South Korea, the focus remains on leveraging its industrial strengths and technological capabilities to drive innovation and economic growth amidst evolving global dynamics.
